Black Confederacy Armed Forces High Command Command Center GURG
Sorguth Prime, Primerus. The Revolutionary Workers' Union had to literally fight their way to the building complex, laced with heavy machine guns and a huge bunker that was impervious to the shells of the RWU Light Armor that they fielded. An Ayar wielding a flamethrower moved up and quickly ended any future threat the members of the bunker might pose to the advancing RWU troops. Several Graal Conscripts exited the front gate of the compound, hands empty and up. They were messengers, notifying the RWU troops they would be allowed inside to begin negotiations with Mognosh Kurg of the Black Confederation Army, Mognosh of the Graal 7th Army, Hero of Corfu Pocket. He was a gigantic Graal at 5'8" and his right hand was mangled, bandaged and in a cast, but his imposing figure gave credence to the idea that even in defeat he would rip the more punitive looking Ayar to pieces should they offend him. Also within the room would be a half dozen Varian advisers and Graal military minds. A holomap in the center of the room helped dictate tactical maneuvers within the city. " We will discuss a surrender with the Revolutionary Workers' Union and Republic of Eshara, with whom do I owe the pleasure of the Va'dum Batto? " The Va'dum Batto, Graal for Decisive Battle was the highest honor of Graal warfare, and besting them meant a modicum of respect. While the fighting had halted within the western front of Primerus; while negotiations took place the Graal maintained their defensive front with the Esharans to the south and Dronav to the north, making them pay for every inch.[/blockquote]

Lieutenaint Jura Seyed of Kazamar's Veteran-Vanguards Division had nearly turned her flamethrower on the Graal conscripts rushing out before she registered the sight of their empty, raised hands. After several minutes of radio messaging between Seyed's platoon and the rest of the division, it was finally decided to await General Vilodor.
She arrived several hours later, riding atop the same Sledgehammer M11 that had carried her into battle, now covered in dents and burn marks from fighting. The general's body armor was similarly battered, but she did not seem to mind as she hopped down from the gun turret and followed Seyed's platoon into the command center.
"You owe it to the Workers of the Revolution: Graal, Ayar, human, and all," the general replied to Mognosh Kurg's question. "I, General Andrasa Vilodor of the Revolutionary Workers' Army, am only their messenger.
"Now, you offer surrender. I take it you have terms to offer with it: What are they?"

"The surviving soldiers get to return home Captain Mallin said. He was the highest ranked Varian still alive. "And neither Third Earth nor Gruul He'a will be touched. Mognosh?" he turned to Mognosh Kurg to hear his terms.
Every instinct in him was hitching to pull the revolver from his belt and add the Ayar general to his list of kills, which hadn't grown since the 160th day of the battle. He couldn't, for the future of the confederation.

It would be hours until words circulated to the Esharan's whom we're still punching their way through weakening Graal defenses that the Mognosh had come forward to surrender. Tribune Rixus had been ordered to rendezvous with his RWU counterpart at the Graal command center to hear their terms. The roar of rotor blades sent winds buffeting the courtyard as the Tribune exited the chopper, his escorting gunships breaking off. The sporadic sound of anti-aircraft fire that had cost the Air Corp so dearly was still a threat, despite the fact that the sites we're slowly but surely being eliminated by the air and ground forces.
The Scholae Palatine that served as his bodyguard for the diplomatic mission had nearly been eradicated as a fighting force in seizing Kulik's Square. The Tribune had started the siege with some 10,000 men under his command. In the two hundred days of fighting, that had been to reduced to 648 combat effectives. Rixus himself bore signs of fighting, an ugly bayonet wound running down the side of his face. It was Rixus who had lead his troops through the sewers and had taken the Graal by surprise in Kulik's Square. The Tribune was amazed he was still alive, and still more amazed that he was one of the few high ranking ground commanders not dead or in a hospital chamber. His platoon of troops fanned out, the commander stalking his way forwards as he heard the end of the Varian officers statement.
'' The Allies have their own set of terms to offer. '' The Esharan officer hinted darkly, as the Esharan grenadier next to him cocked a fresh shell into his shotgun.

Mallin heard the shotgun round, and his instincts became almost uncontrollable. "Let the Mognosh finish, then we hear your terms" he said. He wasn't the fastest draw, but a couple of the advisers were. He was just a captain of a nonexistent army. The Esharan was obviously important. It would be a fair trade if the Esharan really wanted it.

Rixus produced a data slate and began to list the terms for the peace treaty that would end the Second Great Solar War.
-Sorguth Prime will be placed under the stewardship of the RWU, Eshara, and Dronav until local elections to decide the fate of the planet. Primerus will be split into 3 military occupation zones under the allies.
-The Gnatar will allow military observers on Graal Hea.
-The Graal will recognize the Dronav Holdworld's as an independent and sovereign state.
-All trade and military ties between Varium and the Graal will be dissolved.
- Limit army to no more than 400,000 infantry; 5,000 tanks; 10,000 artillery pieces; 3,000 aircraft. This will be enforced/overseen by Allied military observers on Gruul He'a. The Graal Navy will only be allowed to field one vessel of the Dreadnought class, and one carrier (with no restrictions placed on any remaining type of vessels so that the Graal can defend their sovereignty).
- Establish constitutional checks on the Gnatar, including a Parliament or Congress elected by popular vote, with all Graal enfranchised and no political parties banned. Elections on Gruul He'a will take place AFTER military size reduction, and will be overseen by Allied military observers.
- A plan to end the Graal slave trade.
- Not only official military attacks, but raids on trade routes and space/moon bases will be seen as acts of aggression to be replied to with WAR.
Failure to abide by any of these terms, and the Corvoso weapon has been authorized to be deployed on Graal Hea.
To the Varium: -The current government will be dissolved and new elections held.
-An occupation force will be dispatched to Third Earth for a period of five years to establish stability and ensure that the Varium are no longer a threat to intergalactic peace.
-The Varium will pay the cost of the occupation army.

"We will hold elections, but your people will not influence them. The occupation is not an option. We will break off relations with the Graal though..." He remembered Varium's smugglers.

'' This isn't a request. You have no Army, you have no Navy. If needed, we will land and take Third Earth by force. But enough life has already been lost, would you not agree?'' Rixus said, ignoring the outburst as if it belonged to a child.

" You would make have us end slavery, only to see us become slaves to the galaxy? The Esharans know war, but they do not know politics. " Without the correct political authority, Mognosh Kurg could only offer criticism to the terms of surrender, but Krasha Sast was responsible for negotiating them on behalf of the Gnatar.
After much banter, the Treaty of Primerus, to Krasha Sast resembled the following:
I. The Black Confederation will hereby be dissolved due to lack of continued economic interest with trading with the inhabitants of Third Earth, the sovereign government of Varium.
II. The colony world of Sorguth Prime will remain a sovereign state of the Graal Hegemony with allowance of a minor Allied occupation force.
III. The Graal Hegemony will recognize the sovereignty of the Dronav Holdworlds.
IV. The Graal Hegemony's Galactic Army will be 400,000 enlisted personnel, 5,000 tanks, 10,000 Field Guns and 3,000 Aircraft.
V. The Gnatar's political position will not be deterred, as it is the centerpiece of Graal culture.
VI. The Graal Slave Trade will be regulated to inter-Graal systems only with minor regulation allowed by Allied observation forces.
Varium
I. The current government will be dissolved and new elections held.
II. A token occupation force will be dispatched to Third Earth for a period of five years to establish stability and ensure that the Varium are no longer a threat to intergalactic peace
Ironically, it was the Esharan's who had the unlucky task of playing middle man between competing interests. The Dronavi who we're so psychologically scarred from the Graal invasion and occupation that it wanted to use the Corvoso weapon on Graal Hea before negotiations ever took place and the RWU who wanted Sorguth Prime for the small revolutionary band on the plant that had caused so much chaos before the Allied invasion.
' A solution must be found for the noble warriors of the GRF. '' It was a signal that the Esharan's for the most part had accepted the revised treaty, but whether it's allies would agree was another story entirely. Rixus was furiously whispering into an ear piece with Drussus, who was in turn talking t both the Field Marshal and the Dronavi commanders.

" The Graal Revolutionary Front represents a very small minority on Sorguth Prime. They have no authority within the Hegemony. This is a non-issue. "

Mallin could see the contempt on the allies' faces, and decided he'd done enough damage. "We will stand by the Graal on these terms" he said.

"You take us for idiots, and you misrepresent the noble Workers of the GRF," General Andrasa hissed.
"The Gnatar starved Sorguth Prime into revolution. It must now face up to the consequences of that decision. Self-determination for Sorguth Prime is non-negotiable. And, in order to keep the Gnatar from starving Gruul He'a as it did Sorguth, constitutional checks must be established.
"The question of slavery can be handled by the Graal electorate, given the aforementioned promise to restrict any such trade to inter-Graal.
"Do not rest under any illusions that you have leverage, representatives of the Hegemony and the Imperialist Republic of Varium." The latter name had become popular terminology over the course of the war.
The general turned to face her Esharan counterparts. "Please, do not cow to the empty steam of angry, losing commanders. We have no reason to make generous concessions or compromises to the imperialists given our position." Notable was the surprising implication that Eshara was not imperialist. Fighting alongside the soldiers of the Legios had given the Ayar a modicum of respect for the RWU's temporary human allies.

" Than perhaps you would wish to take Gruul He'a as well. This is but a colony world of the Graal Hegemony, our homeworld would not be so easily taken. The Graal would rather go into the annals of history as warriors than continue as slaves. "
