Captain-Diplomat Idur Iyar's work had not ended with his short visit to and escape from the now-chaotic former Coalition of the Five Stars. With the Graal fleet pushed to the edge of the Holdworlds System, it was time for Messengers of the Revolution such as his to continue their search for foreign peoples. Now, this search would bring Iyar to Lintsyia.
C>Foreign Nation> "Greetings to the people of this system. This is the Revolutionary Workers' Navy picket ship Sunbeam, carrying representatives of the Revolutionary Workers' Union. We come in peace and solidarity, and request permission to dock in an orbital station or land on-planet to conduct negotiations with officials of this system's governing authority -or if there is more than one, to engage with both at once if possible, the nearest if not. Up-to-date language and civilization files are embedded in our broadcast, and we request yours in return.
"Furthermore, we request permission for our sister ship, The Call, to pass through your territory to warp into another system."

It was the orbital station Dracolus that received the transmission.
"Hail, Sunbeam. This is Ithori Garitus of the station Dracolus. I believe we that we can grant your request for a landing; however, you will need to take up a mandate of free passage with a government official," the scientist in charge of the station responded. "We're sending you our language and civilization information... now."
He paused.
"We'll also send you the coordinates of a docking port. You will be able to land safely there."
A set of coordinates were sent to the Sunbeam along with information on the Averi. They pointed to a dock on the outskirts of Meliniza City.

The RWU vessel made its way to the docking port as instructed.
As the Ayar captain-diplomat, accompanied by two Ayar guards, descended the landed vessel's rampart, his eyes searched for the Lintsyian delegates with anticipation. The civilization files suggested a government very far-developed in its recognition of civil liberties, though archaic in its capitalistic economic policy. He was curious as to what strain would weigh more in the impressions the Averi officials gave.
"Greetings, good representatives of the Republic of Lintsyia," he announced through a translator device built into her respirator upon encountering the party awaiting him. "I am Captain-Diplomat Idur Iyar of the Revolutionary Workers' Union. Beside me are my comrades in arms, Uda and Naiti Asharm." The two soldiers bore the same dark green helmets with red stars at their centers as Iyar, but their uniforms were a collection of armor plates as opposed to the diplomat's greatcoat and leggings. "Whom do I have the pleasure of meeting today?"

The woman that waited for them was average. The only things that were really notable were her white hair and a cape that reached down to her knees.
"Good afternoon, representatives of the RWU," Empress Glatia said humbly, bowing. "I am Glatia Atgali, the leader of the Republic of Lintsyia. It is an honor to meet you." She smiled as she watched the telpid-like aliens. Extraordinary, she thought. I'd better keep Ithori away from them. He'd question them to death.

"We appreciate your making time to meet us personally," the Ayar diplomat stated gratefully. He noticed Glatia's smile at him and the Ayar soldiers with hidden amusement.
"Before we move onto preliminary negotiations in earnest, allow me to quickly repeat our request that our sister ship be allowed passage through your system to further our exploratory mission. Can clearance be granted without formal treaty for the moment?"

"Why, yes, I'm sure it can," Glatia replied. She went to one of the guards at the door, whispered something to him, then returned. The guard left. "It is done. Now, please. Let us go." She motioned for the group to follow her.

"Thank you," replied Iyar. Then, at the Empress' motion, the party followed wordlessly.

As Glatia led them, she began to speak. "I have prepared a private Magnarail car to transport us to Capitol Plaza. Would you be interested in walking from there to Abinisoris Palace? I assure you- it isn't that far, and it would be completely safe. The sights that the western areas of the city provide might give you a better sense of our culture than you can glean from text."

"Yes, of course. I would love to take a little walk to see your capital with my own eyes. Text and pictures can't do any homeland justice."
As the magnarail carried the party towards Capitol Plaza, Iyar asked out of curiosity, "Tell me, Empress, where does your title come from, historically? I know that when the nations united, they formed a republic, so what is the origin of the monarchic language?"

Glatia smiled. "The title of Emperor or Empress is actually a cultural development," she explained. "The Constitution itself doesn't use the words. It just identifies the leader of Lintsyia as, well... the Leader." She paused. "If I remember correctly, the terms started use with the 6th Leader of Lintsyia- Asicious Siciuio. He and his wife were nicknamed the Emperor and Empress for their... less than liberal views, and I suppose it stuck. The next race for the position was called by the media the "Race for the Next Emperor," and the rest is history." Glatia furrowed her brow slightly. "Now that I think about it, it is a bit odd."

"Interesting," Iyar replied genuinely. He thought back to his home on New Sovereignty. "I wonder what terminology will evolve out of our own democracy in the RWU. It's hardly a decade old: it is an exciting time, a time when we are forming traditions we will probably keep for generations afterward. Much like the time of your 6th Leader, I imagine.
"Tell me, what exactly did he do to gain this reputation?"

"He borrowed heavily from the beliefs of the Continental Kingdoms," the Empress said. "The Kingdoms were the nations that existed just before the Constitution was drafted. They were, as their name suggests, monarchic. While Asicious didn't exactly want to be a king, he borrowed a lot of the economic and social policies he proposed to the Senate from them."
It was then that the Magnarail car entered a glass tube facing out towards the Bay of Eleca. The entire Northern District was laid out in front of the occupants of the car- a sprawling mass of high, elegant towers and the walkways that connected them.
Capitol Plaza was closest to the Magnarail. It was filled with people visiting the shops, chatting with friends and even just passing through on their ways to work. Many statues and a large fountain were the only static landmarks.
"Diplomat Aada," Glatia announced. "Welcome to the Republic of Lintsyia."

INTERRUPTION
It was an unfortunate future for Captain-Diplomat Iyar, who had served the Revolutionary Workers' Unions so well for years and years. His death was a calamitous event for the upper brass of the RWU political leadership back on New Sovereignty. His trip to the Republic of Lintsyia, intended only for simple diplomacy couldn't have been dashed quicker than the first day he arrived. The Magnarail, in it's glorious construction, was the pinnacle of Averi society, architecture and engineering. This made it the perfect target for terrorism within the Lintsyian society. The group Hungry for Freedom Initiative was a social movement that eventually festered into existence after heavy food shortages at the end of 3129 took the lives of over a billion Lintsyians. Blamed on the corruption of the Lintsyian Senate, the Empress and the bureaucracy that they carried with them, a minority of extremists began formed a paramilitary group of HFI whose first victims were political ambassadors from other civilizations. Their deaths, they hoped, would helped bring awareness to the problem of Lintsyian society. The Empress and her Royal Senate dined in elegance and luxury while people starved. It wasn't a lack of money, as the Lintsyian economy was actually the second most secure in the world, ( Atlas Galactica indicates that the Revolutionary Workers' Union was in better standards but only by 3.7%), but rather there just wasn't enough agricultural industry to support the sprawling Republic of her single colony. The Magnarail swooped along the track, as graceful as every other Averi structure, and Iyar and the Empress spoke within the private car, a small security detail along with them. The door to the forward car opened, and six ruggedly dressed figures strode in. Zentrin-skin leather belts, drab hued clothing that contrasted the otherwise tranquil and serene attire that contributed to Lintsyian society. The first guard rose, moved to remove his TETRA weapon from it's sheath and a loud laserburst ended his life, emitted from the smoking barrel of an unidentified pistol. " How did you get in here?! Security! " The Empress shouted, but her last word was stifled as the rough looking Averi, his white hair tied back in a sinister topknot that allowed only a few strands off to one side, leveled the pistol toward her chest. " Sssssh. " The man dug around in his jacket for a moment before receiving a Comlink and speaking into it. " The diplomat is dead. Blow the train. " Iyar was no goon. He realized what the words meant and hastily threw himself forward, but the laser beam pierced his chest all the same and his body fell limp. The other guards, who had been held in check only by the existence of a firearm pointed at their leader -- both Ayar and Averi alike moved to intercept, but the short slaughter that ensued left only smoking carcasses in their wake. A moment later an explosion rocked the entire train car. Still stunned, the Empress was left alone in the car as the armed men stepped over Iyar's dead body, and into the next car, presumably to escape. It was fourteen hours before Lintsyian Military forces arrived at the train, halfway between destinations, with the Empress left only with the corpses of her security detail and the dead RWU Naval Captain and his entourage to keep her company.[/blockquote]

As she was being led away from the scene, Glatia looked sorrowfully back one more time at the limp diplomat.
Yes, she thought to herself gravely. Welcome to the Republic of Lintsyia.

It was several hours of vicious chatter between the picket ship RWN Sunbeam and the Union Council before a response was wired to the Lintsyian government via radio signal.
"This is the RWN picket ship Sunbeam to the Lintsyian Senate. Your irresponsibility in the matter of security, precipitated by your irresponsibility in the matter of providing the infrastructure necessary to feed your own population, has been noted. The lack of accountability of the current Lintsyian administration has been made clear by the popular outcry that fed the fires of extremism, which claimed the lives of our honored comrade, the Captain-Diplomat Idur Iyar.
"As bearer of the Values of the Revolution to the galaxy, the RWU demands that the Lintsyian Republic respect the Popular Sovereignty of its people by calling for new elections within the next week, and that representatives from non-extremist protest groups be admitted to all Senatorial hearings on the issue of food shortage and extremist violence. Furthermore, we demand compensation for the loss of a long-time comrade of the Union and veteran of the Revolution in the form of 1,000,000 RWU Reyeds' worth of gold (30 Industry). Finally, we demand that while the legitimate voices of oppressed Lintsyians be heard, steps be made to deal with the illegitimate reactionary forces of violent xenophobia.
"If these demands are not met, the RWU will consider it duty to the Workers of the Revolution and the Workers of Lintsyia to step in, by force if necessary, and to carry out these demands itself."
