Esharan Space// High Orbit over Eshara
The journey from High Hroth had been slow and tedious. The Hopper Class freighter was a perfect example of dronavi flight technology, which held that anything can become air borne if enough high powered engines were welded on. Fergal had waited 103 years for this chance. To see the place where the fights took place, to actually sit in the arena stands. The pilot had turned on the diplomatic beacon as soon as they had entered Republic space. It was blaring out the equivalent of "Diplomat on board requesting permission to land." in ten minute intervals. Now all he could do was wait for the Esharans to respond.

Pretoria: The orbit above Eshara was one teeming with trade. Freighters, commercial vessels, and all transport ships of every type seemed to be making the rounds. There were even the hulking outlines of warships as they guarded the homeworld from a recent uptick in pirate attacks. The Dronav ship had been tracked by Esharan sensors ever since it entered their space, and as a result the Homeworld had long since been prepared for their arrival. Coordinates for a Dronav shuttle were dispatched, the landing zone was in the Senate Quarter of the massive city of Pretoria.
Upon landing, the Dronavi would find a relatively friendly welcome waiting for them. The Senatorial Guard had come out in force two ranks, presenting a neat and polished honor guard. Senator Drussus was the first government official of rank waiting for them and was the first to greet them.
'' I am Senator Drussus and I welcome you to Pretoria. I will be your main contact during our negotiations. '' He said offering a small bow before the Dronavi delegation was escorted into the Senate house which split off into multiple directions.
It seemed that everywhere one looked there was a statue of a former Princep's or some great hero of ages past. The most prominent (and largest) one was of Princep's Lucius Trajan locked in combat with some Graal Chieftain or another and slaying him, in a fictional representation of the Great Solar War. The diplomats eventually reached a conference room where he gestured for them to sit.
'' Now, what brings you to the Republic? '' The Senator asked with an arched eyebrow.

"I am Dronaz'dum Gulfnagger Fergal, Diplomat-broker second class and I was sent to establish a trade contract with the republic if possible and to bring up concerns as to re-militarization of the graal." Fergal was wearing the re-breather he'd commissioned for the clan ball a month ago, it portrayed the final blow of the Regulus/Brutus death match. His beard was a series of smaller braids combined into one massive braid.

'' Unfortunately, Eshara's existing port facilities and industries are overtaxed. We have trade agreements with the Hai and Graal. Although, they are temporary one's that will only last several years. The Republic does not have the capacity to handle further trade agreements at this time as we cannot meet demand. However, this does not mean that their won't be a time in the near future that trade relations can be established. '' The Senator paused before pushing on.
'' What I would propose instead as a preliminary is that Dronavi and Esharan citizens have access to one another's ports, and that we allow the construction of embassies on one another's home worlds to facilitate further diplomatic contact. When a new Esharan port is constructed, we can then sign an agreement. ''
'' As for the Graal, we have mutual concerns. Their pirates have begun attacking Esharan shipping lanes, and causing havoc for our merchant fleets. I fear an escalation between us could lead to open war in the next few years. The Graal are resurgent and intent on expansion. Which begs the question..the Dronavi are renowned for keeping out of the way of their neighbors and their small military..but I fear unless you modernize your army quickly..then you will see tragedy. '' Drussus concluded.
'' It is merely..a word of advice from a concerned neighbor. '' A Graal conquest of Dronavi and its industrial sectors would be a disaster for Eshara, and its foreign policy would be dedicated to ensuring that it didn't happen as the Graal would then have the industry needed to outpace their Esharan rivals. Of course, the Republic was determined to gain every advantage it could in its relationship with the Dronav that ensured its own domination in the region.

"The problem is we simply do not have the infrastructure to support such a move and the elections on High Hroth have brought forth a Governor who is reluctant to support military growth. We need help for the time being and as you say we are not people who try to over reach our selves, we only seek to protect the planets in our own system and if the Graal were to take High Hroth all it's industry would be designators for the entire quadrant, so we humbly ask for the Republic's protection until we have the strength to stand on our own."

For us to protect our fellow neighbor in its time of need..well..we would substantial aid in finding the financial resources to build fresh troops and deploy them. The Republic would propose that in exchange for monetary support, we would gurantee Dronov's independence. We would also request the right to station our fleet within Dronavi space and obviously military access to move troops, supplies, equpment where it was needed. ''
Offer: -Eshara will gurantee Dronav independence for three turns in exchange for 6 credits a turn. In addition, Eshara requests military access and the right to station military units in Dronav space.

"Very well, we accept these conditions. However while we will agree to give your military access to our planets if any troops act in a manner unbecoming of the Republic we request the right bring the matter up to a tribunal to make sure they are properly reprimanded."

'' A joint Esharan-Dronavi military tribunal. '' Drussus interjected. '' But our troops must have some degree of immunity from local prosecution. If Esharan soldiers commit crimes, you can be certain that they will be court martialed and sentenced appropriately. Rest assured however, that discipline with the Legion is exceptional. Our soldiers will be kept on post for the most part and will not mingle with the everyday citizenry of Dronav. If we can agree to these outlines, then Eshara will gladly protect it's great and noble friend Dronav. ''

It would be another day before the proper treaties could be drawn up and when it was it would be signed before the entire Senate much to roaring applause of those gathered. Of course there were some reservations as to how this move could be interpreted by Eshara's traditional foes. But in the eyes of its citizens, it would be seen as a move that increased Esharan power, prestige, and most of all a warning to the Graal to keep the peace as it continued to pillage Esharan trade routes.
SUMMARY: -Eshara publicly guarantee's Dronavi independence for three standard cycles.

Ambassador Fergal had sent one missive to inform Senator Drussus of the situation after the Graal had Declared war on the Dronavi. Now he came to the man in person to speak. "Senator Drussus I have just been informed that the DDF has engaged the Graal invasion force, while I understand your government has no obligation to aid us we'd like to think you would consider lending us your aid. I read the reports of the loss of the Astrea and the attack on Dis. The Graal have freely flaunted this and will continue to push the bounds of your soverignty with weapons forged in our foundries if they go unchecked."

Senator Drussus had been receiving a steady stream of live data reports of the situation from the Esharan military attache to the Esharan embassy on High Hroth, by all accounts the Graal were readying to roll up the Dronavi. The small Esharan advisory force had long since packed up and left some months ago due to increasing public discontent. Was it horribly wrong that the Senator felt..smug to have the Dronavi ambassador before him, requesting his aid? The Senator sighed and shook his head. However smug he felt, it would hardly be good for Esharan manufacturing if the Graal managed to get their grubby claws on the Dronav factories.
'' The Republic has no interest in seeing Dronav being wiped out in this conflict. But the Senate lacks the stomach for a new war or any type of intervention at the moment. For now, the Republic's hands are tied in this matter and we cannot send a fleet to your aid..yet. '' The key word was 'yet'. The situation on Dronav for the moment didn't appear dire enough to warrant a full scale invasion by the Legion's to restore order. The current sentiment in the Senate Chamber was to let the aliens hash it out and then mop up the pieces.
'' What we can do is apply pressure to the Graal diplomatically through trade sanctions and demand an immediate end to its aggressive invasion. You have my word that we will continually lobby on your behalf to the Graal representative and that we will open our borders to Dronavi refugees and supply whatever non military assistance that we can. '' Drussus said with a sympathetic nod of his head, reaching forward to pat Ambassador Fergal on the shoulder. '' Do not worry, the Holdworlds still has friends. '' A fairweather friend but a friend nonetheless.

'' I have one request though. If we are to negotiate with the Graal, and obtain a peace treaty with them..we must have the authority to negotiate on your behalf. '' In essence, Drussus was proposing that the Dronavi surrender their foreign policy into Esharan hands. A dangerous proposal but one that would gain them a powerful ally and stop them from getting annhilated should High Hroth fall. '' The Republic will also accept Dronavi refugees fleeing the conflict and aid in the replenishment of all Dronavi vessels, civilian and military. '' Technically it crossed the lines of neutrality that Eshara navigated but the Princep's was keen to put the Republic on inevitable war footing if the Graal wouldn't cut a deal.

Fergal blanched openly at the proposal. "I would be skinned alive when I returned home if I made such an agreement." He paced back and forth across the floor as he thought out loud. "My authority only extends far enough for me to allow you to negotiate on our behalf, we'd have to get high command's approval on any offer made." He stopped suddenly and gave Drussus a hard stare. "Would you be willing to refit our war ships that come in with Mass Drivers? You wouldn't have to give the knowledge to replicate them just the equipment on the ship and the targeting programs to use them properly."
